Contra Costa County - Measure X

In November of 2020, Telegraph passed Measure X Contra Costa County’s first general fund sales tax.

The firm led the process from the beginning with stakeholder meetings starting in December 2019 with representatives from labor, local nonprofits, the public sector, and local businesses. At these meetings the greatest needs in the county were identified.

Our Approach

When the pandemic hit and communities locked down, Telegraph guided the process for completing the stakeholder meetings, managing public opinion research and developing a plan to move the measure forward in this difficult environment. This included working to answer concerns from members of the Board of Supervisors and coordinating authorization legislation from the State of California.

After the Board of Supervisors placed Measure X on the ballot. Telegraph managed the successful campaign. Securing support for the measure from a wide range of community and business groups. Measure X earned the endorsement of the East Bay Times, the local newspaper that is known to oppose tax measures. This support was amplified with data-driven messaging and media and maximizing voter outreach aligned with COVID restrictions.

The sustainable new revenue source for the county ensured community needs identified in the community based needs assessment are being met.
